If making sure that "-nosteam" isn't there isn't enough to make Source Filmmaker download stuff from its Steam workshop, right-click Source Filmmaker in your Steam library, choose "Properties", switch to the "Betas" tab, make sure that the drop-down beta selection list is set to "NONE - Opt out of all beta programs", switch to the "Local Files" tab, click "Verify Integrity of Application Files.", wait for it to finish (which is when it says how many files will be reacquired, not when it says 100%), and allow Steam to download any files that it wants to for Source Filmmaker. All you have to do is just to make sure that "-nosteam" is not there. The by-default-empty box below the "warning" is/are the launch options.
